Bro. James F. Dobbins, Al-'60,
named U.S. Ambassador to Opposition in Afghanistan
The State Department announced the appointment of James
F. Dobbins
as a second special envoy to deal with Afghanistan.
He will be travelling to Europe and Asia
as the "U.S. ambassador to the Afghan opposition."
Bro. Dobbins "will spend the bulk of his time in the
region
consulting with the Afghan opposition and with concerned
governments,"
department spokesman Richard Boucher said yesterday.
He will work with Richard Haass, director of policy planning at
State,
who has already been named a special envoy to the exiled former
King,
Mohammed Zahir Shah, who resides in Rome
and to other Afghan opposition groups.
Mr. Haass, who served President Bush's father
during the Gulf war as a Middle East adviser,
is tied up with Northern Ireland's shaky peace process and other
concerns
making extensive travel difficult, said a State Department
official
who spoke on the condition of anonymity.
Mr. Haass will still oversee planning
for a future Afghanistan government to replace the Taliban
regime.
Bro. Dobbins will also be working
with Assistant Secretary of State for South Asian Affairs Christina
Rocca.
He is one of the State Department's most experienced
diplomats,
Mr. Boucher said in announcing the appointment.
Bro. Dobbins served as the Clinton Administration's
co-ordinator for Haïti,
overseeing the diplomatic and civil aspects of the 1994-96
intervention
in which U.S. troops restored President Jean-Bertrand Aristide to
power.
In that post, however, he was accused by Rep. Dan
Burton, Indiana Republican,
of concealing human rights abuses by the restored Aristide
government.
In part due to lingering Congressional G.O.P. resentment over the
Haïti policy,
Bro. Dobbins became one of several Clinton Administration
appointees
who failed to win confirmation in the Senate.
He spent six months in limbo
before Pres. Clinton was able to use the opportunity
of a Senate recess to appoint Bro. Dobbins
Assistant Secretary of State for European Affairs.
He was, though, sworn in on January 4, 2001,
just days before the Clinton Administration came to an end
and he lost his post once the Bush Administration took over.
Bro. Dobbins has also served as the State Department's
senior manager
for peace operations in Kosovo, Bosnia-Herzegovina and Somalia.
He was Pres. Clinton's special adviser on the Kosovo and Bosnia peace
accords.
Bro. Dobbins was initiated into Delta Phi Epsilon
in December 1960 on Alpha's 81st Line.

Bro. Henry Albert Zuberano, Et-'29,
a Charter Member of Eta Chapter,
died aged 96 years in Honolulu, Hawaii, in January 2001.
After graduation from George Washington
University's
National Law School
he joined in 1936 the Judicial Department of the U.S. Navy
and was assigned to American Samoa.
In 1941 he was commissioned a Lieutenant Commender
in the U.S. Navy and served in Navy Intelligence
in the Pacific Theater throughout World War II.
After cessation of hostilities
he was assigned to General Douglas MacArthur's staff
as the Military Governor of Okinawa.
In 1946 he retired to live in Honolulu, Hawaii,
where he became well-known as a philanthropist,
especially for Roman Catholic charities.
In his will, Bro. Zuberano left "for many happy
memories"
to the Delta Phi Epsilon Foundation for Foreign Service Education
a bequest of $25,000, plus .98% of his residual estate
(which alone amounts to over $3.4 millions).

Bro. Peter J. Hurtgen, Al-'60,
has been appointed Chairman
of the National Labor Relations Board
President Bush has designated Bro. Peter J.
Hurtgen,
a Member of the National Labor Relations Board since 1997,
to serve as Chairman.
The White House announced the appointment May 16,
2001.
Chairman Hurtgen succeeds John C. Truesdale,
whose most recent appointment by President Clinton began on
12-4-98.
Mr. Truesdale was confirmed by the Senate as Board Member on
11-19-99
for a term expiring in 2003, but he has said that he would leave the
Board
when a successor has been confirmed to take his place as Board
Member.
A President's designation of a Board Member as Chairman is not
subject to Senate confirmation.
Prior to his appointment to the Board on 11-14-97,
Bro. Hurtgen had since 1983 practiced labor and employment law in
Miami at Morgan, Lewis & Bockius.
A native of Madison, Wisconsin, he received his
B.S.F.S. and J.D. degrees from Georgetown University.
He was initiated into Delta Phi Epsilon in December 1960 as a member
of Alpha Chapter's 81st Line.
Bro. Hurtgen served in a term that expired on 8-28-01.
He was then re-appointed by Pres Bush for a full term of his own.
